The gold star thing just applies to using the license as ID in any federal government screening check point, like in airports. So you can walk or drive coast to coast without one, but you can't get into a federal courthouse. In Utah they are just mailing out new driver's licences with the stars, no new screening or anything, just new licences with a little gold star. I don't see how that is going to be much help for anything. I suppose some states are taking advantage of it to collect more fees.
I don't think it is legal to hold drivers licences in more than one state. And they are getting better at checking up on you. When I moved to Utah I got in trouble for not getting a Utah license right away, I transferred my insurance to Utah and when Florida discovered it (quickly) they suspended my Florida driver's license. I had to quickly to get my licences in Utah. Florida had to have my old Florida driver's licence and auto licenses back along with a letter of explanation to take the suspension off of my record. You don't want a driver's license suspension on your record. It was a pain.
