Workout routine

I know a guy who has been training for a couple of years and he has goes 3 times a week doing

mon - chest and tri's
wed - back and bi's
fri - shoulders and legs

Not sure when he does his core I think once or twice a week.

How come a body part split routine like the one above is ineffective?

I heard somewhere that if ur an ecto then you need to give your muscles a lot of rest.

Not looking for an argument, just bouncing a few ideas off each other and seeing what you guys think to this.
 
I was just wondering that myself. Could be because it would be nearly impossible to do so many exercises for each muscle group if you're doing a FBW or push/pull split. Back in highschool, everyone I knew swore that you had to do 3 exercises per muscle group for a workout. For example, I've talked to people that thought if you didn't do bench press, incline press, and decline press, that your chest wouldn't develop right. If you did that in a FBW, you'd be at the gym all day. So, in order to fit that into a routine, you need to split everything up.

or you could do flat bench one day, incline another and decline another.
 
i guess im just goin to start doing the West Side for Skinny bastards routine,

hopfully i can go from 5'11" 180 pounds to hopfully 190 pounds or more
