workout help!

Hey all, I'm the typical skinny guy weighing in at at 60kg while standing at 5'10''.

What I wanna ask is this a decent workout to help me buff up?

12 Bench Bress
12 Leg raises
12 Curls (Dumbell)
12 Upright Rows (Bent over, Bar Bell)
12 Shrugs (Dumbell)
12 Flat Flies

All the above x 4

30 Situps x 2

Bench press 80lbs, dumbells 15lbs (the most I can put on till I buy some more weight.) sound ok?
