Which routine???

Im tryin to tone but just want to know if it is better to work out
(A) biceps/shoulders/back and (B) chest/triceps

once a week each or twice a week?? i currently do twice but am getting bigger but not toned. i do cardio 4 times a week (2 low intesity & 2 HIIT). I was thinking about doing a full weights workout 3 times a week rather than breaking it up like i am now.

also, i currently do legs twice a week and abs every day (one day main abs, one day side).

Am i going to build muscle but not lose my fatty backside and the last bit around the stomach???? i eat 120 g of protein a day and v little fat (aside from peanut butter!), i am 22, 5' 11" and 74kg.

i know its hard to say without all the details but could someone tell me where im heading?
