When you bulk, is there a significant increase in muscle strength as well as size?

I know when your cutting you can get stronger despite your muscles saying the same size, I'm just wondering if when you bulk there is any significant increse in strength over if you just kept on cutting.

Say during cutting you could lift an additional 5lbs every 4 weeks. If you started bulking would that increse stay the same or would you be doing something like an additional 5lbs every 2-3 weeks?
 
Really it just depends on if you move up your weights. Lift heavier, get stronger. A hypertrophy program is a different rep/set scheme than that of just strength, but you can do both yes.
 
ok, well assuming that you didn't change your program any way, and it's mainly based around hypertrophy to begin with.
