What's the point in these?

The campus gym I go to has these weights that are about 3x as wide as the 45lb plates, but only weigh 33lbs. They're made out of something besides steel (or watever the plates are made out of), and I see kids loading their bar up with these bigger ones. They look like they're squatting like 800lbs, but it's really like 300.

Is it just motivational? They do seem to be softer, so maybe are they for deads and moves where the bar might get dropped?
 
They have dummy weights as well dont they? So that you can practice the correct form on lifts without having to lift so much weight?

I dunno but you should go smack those chumps in the knee caps.
