1 set on flat, and
1 set on incline, and
1 set on decline

I'd go for 3 sets of flat and incline. Then finish off with 3 sets of flys.

Decline is not really needed for chest development.
 
flys are isolation exercises meaning they particularly stress the pecs, whereas benches incorporate your triceps as well. as an alternative, consider doing flys first, so that you perform a pec isolation exercise at the beginning when you're most fresh and energetic. you can also do flys on an incline bench but that sometimes leads to shoulder discomfort for some. finally, I'll do flys using cables.
