what would you call this movement?

A guy at the gym showed me this movement but had no idea what it was called. He said a guy he knew who was a swimmer showed him.
Hold a dumbbell in each hand at your sides and rotate 180 degrees overhead. (Like your're going to dive into a pool) Pause, and then lower the arms parallell, in front of you, back down to the waist. So it's essentially a circular move.
I can tell it involves the shoulders and back, so it's a compound exercise. But I don't know any physiology so have no idea what all it's working, or what you'd call it
Anybody know?

Sounds like your basic shoulder/lateral raise. It's just your basic shoulder abduction taking it beyond the normal range of motion.

Depending on your goals, what the rest of your program looks like, and what you're looking to get out of the exercise.... I'd stick with overhead pressing.
