What to do...?

Hello,
Im new to the forums, so if my english is kind of bad so please forgive me :)
I'm a male, 191cm (about 6.2in tall), 92kg (around 202)..
After giving up basketball, I gained quite a few pounds (i weighted around 80kg more or less).. And due to inactivity, all of that fat is stuck on my waist, lower belly, butt and a bit on the legs..
Anyway, I started working out a bit, and started a diet, and the results are pretty ok for now.. I get a good upper body within first few weeks of the workout, even my legs got thinner.. The problem is, I dont seem to lose the fat on my waist, and especially lower belly (quite unusual, since the upper part is very good, even the muscles are visible, but on the lower, just fat..)..
Any advice? How can i lose that belly and hips.. I know you will suggest more calorie burning, but there is something im not doing right i suppose..

I can not be specific unless i know your diet and exercise plan.
However it is a very common problem.

The lower belly is the main place fat is stored and so the only way to get rid of it is to exercise and eat healthy. Weight training will also help.
