what is the purpose of loading?

i am about to switch programs b/c i want to do a 3x8 routine. If my 1rm bench is 90, and i used to bench 80 for 5 reps, i dont know how many i should start out with so that i can do 7-8 reps. I dont know how much weight to lift for all of my lifts as well. I have seen that in many programs they have loading weeks and i dont know what they do or why they do them. can somebody please offer me some information about how to start a loading phase?
 
Loading lets you build the intensity or your workout overtime so it won't be as hard when you hit heavier weights. Like here is a example, I'm doing with the waterbury method.

Week 1, 10x3 80% of 1rep max
Week 2, 10x3 82.5% of 1 rep max
Week 3, 10x3 85% of 1 rep max
Week 4, 10x3 87.5% of 1 rep max
 
: ) i actually saw ur post and was wandering so i made a thread. but can you really do 10 reps with 80% of your 1rm? ex: if my 1rm for squats is 113, it is likely that i can do 10 reps with 90 lbs(80%)? i can only do 6 reps with 100 lbs so i dont know if this is right...
