too much muscle

Ok I have always had a lot of muscle in my legs even more in my thighs. I have been trying to tone my legs up cause there is still some fat I want to get ride of....but instead of toning im just gainging more muscle in my thighs. What are some exercises that will help tone and lose that fat around them and no build muscle?
 
running for at least 20 minutues at a time will not add muscle to your thighs (it may actually make muscles smaller), and will burn fat as well as nearly any other exercise out there.
 
cant spot reduce fat. if you are training the muscles they will grow. if you want to lose fat, run, bike, jumprope, anything cardio for 20-30 min at a time 3-4 days a week. as you loose the fat the muscles will show through.
 
if you want to have chicken legs just stop all leg excersises and do cardio, upper body resistance training and decrease your caloric intake.
 
Work up to ~40 minutes of cardio in a 80% target HR. This will burn fat, tone muscle, and decrease muscle mass.

Spockfina is absolutely correct, it will have to start with your diet.

It is 70% diet, and 30% hardcore cardio.

If you do weight lift, hit large muscle groups and go for cutting instead of mass (i.e. lift light weights with lots of reps).
