Toned body, now what do i do about this skin?

I have muscle, I can see my lovely abs (hours of hard work!) - unfortunately they're slightly hidden underneath a bit of flabby flesh, especially around my "spare tyre" area! What can I do to tighten this extra flesh? I am 30 years old and walk everywhere, take the stairs always and eat ultra healthy. I work as a dive instructor so get plenty of exercise carrying tanks around everywhere and changing student's gear, etc. My thighs are still slightly big too!

You might not be able to. Not everyone can overdevelop the ab muscles into a 4 or 6 or 8 pack. And you might be genetically predisposed to carrying a little extra "softness" in your midsection, rather than in other places that other people do, like the thighs or chest.
 
From where you're at it is possible to lose it still, but you will just have to increase your exercise (3-4 days of low intensity cardiovascular, 3 HIIT sessions, 3 total body workouts (max) per week) decrease your caloric intake. Doing these will simply further lower your body fat, but it's the way. And if your thighs are "too big" then you should be working your upper body more in order to balance it out.

BTW, don't go below 4% body fat.
 
It could be hormonal/genetic. But if it isn't...

Reduce your overall body fat. That means a regular program of cardio (intervals, HIIT, low intensity), strength training (full body routines), proper rest (between weight training days and sleeping), and eating clean.

AND BY THE WAY...I THINK YOU ARE A WOMAN. IF THAT'S THE CASE DO NOT GET DOWN TO 4% BODYFAT. A healthy body fat % for women is between 18-23%. It can be slightly lower IF you are an elite athlete.
