No, they don't work for what you're looking for. You cannot do any exercise that will make you lose fat in a certain area. There is no such thing as spot reduction. If you have fat on your thighs that you want to lose, you can do that through a good nutrition and exercise program. You will lose fat all over. You can't just lose from one place.
And don't worry, no exercise is going to make you add "bulk." Women simply don't have the right hormones to add muscle bulk. It takes a lot of hard work for any woman to get muscular. Working the muscles will make you strong and burns lots of calories.
