Target Health Rate

Two questions:
1. I am 23, according to what I been reading, my Target heart rate is 128 for FAT burn, and 160 for a Cardio. I find 128 and 160 too easy. I can sustain over 175 easy for an hour. Does this mean I'm healthy? Or is this bad that my heart is working too hard?

2. My BMI is 33.1, which according to the BMI chart, I'm well over the healthy limit, but my body fat % is 20%, Which is a better measurment? Should I take into consideration both? Or should I only worry about body fat%? Again I'm 23 and 5'6"
 
Are you using a hr monitor to monitor your heartrate?? If you are maintaining 175 for over an hour you are in your anaerobic zone which doesn't really correspond with what you are saying.
 
So you are at a hr of 175 and it is very easy? When doing your cardio pick a heartrate and try to keep it within 1-2 beats of your selected heartrate. Try to vary your workout while keeping your heartrate as close to that selected heartrate as possible. When you are doing your cardio does your heartrate flucuate or can you keep it near your selected heartrate?
