Questions from skinny guy

Hello.
I'm 22; 5.87F; 147 pounds

I can workout 4-5 days a week. What is the best program for a guy like me?
any advise on daily dose of protein? Diet?

What will work out better for me 3-4 sets of 10-12 reps or higher weights with 4-6 reps?

P.s. Sry for my english...it's not even my 2nd language =)
