Pecks question?

I know theres a post about pecks right below this but i shoot anyway. ok...first off im 16, 260lbs recently ive lost about 20 lbs but put it back on a good solid muscle. ok..the top portion of my pecks are developed but the part i guess referded to as the "man boob" still hasn't developed very well. What can i do to devlope the lower pecks. Also..how long does it take this muscle to develop visualy? like to where u can accualy see it good?
 
Well, you can have big ass muscles and still not see them if there is too much fat covering them, what is your body fat % ? What's your diet like?
 
ha...u cought my bluff...haha, well body fat percentage i dont know right now but my diet is improving dramaticly...it alone has lost me so much just, plain fat. I have started avoiding candy and cokes and eating a bunch of whole foods and good stuff.(dono how else to descripe it) I still have a bunch of unwanted fat to loose so do ya think if i just loose fat ital take care of its self?
