NROL, settle a debate

A buddy and I have started doing NROL. I have been trying to tell him that with the break in period when your doing lunges as part of a superset with full rest that you do both legs before taking your rest. He thought it was a single leg, then 60 seconds rest, then the 2nd leg. I am correct in thinking you do both legs for 15 reps each then rest right?
 
correct. you work both legs before one set is done.
i believe it even states that in the book :]
 
the intro one right now but the regular lifter but overweight guys one lol.
