Need some advice

Alright i measured my BF% and it was at 15%. I want it to be about 8 or 9%. I'm also trying to get stronger by lifting. I've been doing pwoerlifts like 1-3 reps, which doesn't help to gain mass. If I do cardio for 30 min, and lift for an hour of powerlifting, with a healthy diet, can I achieve my results?

Also, what would be good to eat if im trying to lower BF% and up strength?
 
30 minutes of cardio will be burning some muscle.

I suggest 20 minutes of cardio, and weight training. However, it will take time.
 
...and a general consensus seems to be do your cardio after you weight train.

Or just do some cardio on your off days.

In his Ripped Books he goes into great detail on diet and routines for shedding fat. I think his all time low was less than 3% BF. you can't do any better than that.
