Need help - shoulder muscles, legs and arms

Hi. I have a few questions and need some help in getting the sort of body that I want. I am male, 18, slim. I want to know how I can slim down my thighs, as they seem to be a bit bulky at the top. This is probably from when I used to do squats, but does anyone know how I can reduce their size? I'm pretty sure that they are bulky because there's quite a bit of muscle there, so how do I slim them down?
Also, I want to know how to define my back/shoulder muscles. I only have access to dumbells, so is there any exercise I can do with these (or without) to work my back/shoulder muscles?
Thirdly, my arms are VERY skinny, and I want to build them up a bit. Not to be massive, but just to be a bit bigger (normal size at least) - especially my upper arms.

Can someone point me towards exercises I need to do for these things? I am following a low carb diet - eggs, meat, tuna, vegetables, porridge oats for breakfast etc. Does this need to be changed? I am following a diet like this to reduce my body fat, and I can't really do much outdoor exercise because of anxiety problems.

toning (lower body mass) too much cardio breaks down muscle!

to lower mass in ur thighs all you do is dont work them, do cardio alot of it, and eat a diet with less calories then you use a day. It will break the muscle down. But it will do it for all the body.

Bulking
To bulk generally ur shoulders, arms etc, you have to have a high protein diet, if u way 130lbs, then u need 130g of protein a day, and your calories must be more then you use a day, and high carbs aswel.

Ive been basic cos i aint got the time but you cannot do both bulking and toning at the same time.
