Well,
We need a bit more info if we can truly help you out man. Seems like you have an active lifestyle in the way of cardiovascular activity. But we don't know..
What do you eat?
When do you eat?
Do you lift weights?
Are you naturally slim or do you have a bigger build..?

If you can give more background information we can help, otherwise you might as well just read the generic 'Eat this, don't eat that, train like this'- Manuals. :)

for breakfast i make an omelet with egg beaters inside is cut up pieces of spam with a cup of rice. then lunch time i eat a peanut butter and jelly sandwich. then i have a snack wich consists of watermelons or a banana. then for dinner i have a ceaser chicken salad wrap. on mondays i play basketball from 6-9 then work out in the gym. tuesdays basketball from 6-8 then gym. wednesday just gym thursday just basketball and friday just basketball or gym

double chin at 5'8 at 140 lbs? Doesn't seem likely. You are not able to target one specific area in the body to define more because it is lacking. If you want change you must do overall and work everything out for that 1 specific peice to be as you like. You seem pretty thin, whats your body fat percentage at? Sounds like your a bit critical on yourself. Excess fat is lost by Cardio, to point out those stubborn ab's. You seem pretty well active. Your intake as of now doesn't seem like you are intaking much carbs. You must eat "some" fat to lose fat. And if its fat you want to lose, I would add some good carbs into your diet.

Also what is your workout like now. You are not allowing yourself recover days. Unless its all cardio that you do. Answer the reast of niceone's question so we can better assist you bro.
