My OTHER tricep will not get bigger!!!

How many tricep muscle's are there? I thought they were two but I might be wrong. Well here's the thing, "one" (the one on the side of the arm) of my tricep muscle's in each arm is cut and it pretty hard. Although the other tricep muscle which is more at the bottom of the arm is not growing/getting cut/can't see it or feel it at all! What am I doing wrong? I do at least 4 different kinds of tricep exercises and I do my tricep days like this: chest, shoulders, triceps. I have been doing my biceps just as long and they have gotten almost three times bigger and are hard as a rock, so why won't my "other/lower" tricep get bigger!!???

Here is a pic showing my "side" tricep. *old pic but you get the idea.

It might be a genetic quirk. The tricep is one muscle by the way. Tricep translated basically means three heads. Bicep - two heads. As for it not growing exchange biceps for triceps on your chest day. How many chest do you do? You may be grossly overtraining your triceps.
