Loss of control/power on negative sections

Quick question re the downward/negative part of movements, especially leg extensions, also pull-ups etc..

Does anyone else find that they have a pretty obvious lack of control on the way down? Not a total lack of control though. As in, for example with the leg extensions, you could be using weight that isn't really gonna push u on the way up, yet on the way back down from the top there's a weird jerkiness to the motion which also makes breathing under the same circs kinda stuttered..

Not sure if its just me or if its a norm thing - anyone?

normally you would be stronger on the eccentric (lowering) part of the movement.
 
You shouldn't be breathing as you lower the weight(generally).
Most people shouldn't even be doing leg extensions, anyway. But, thats besides the point I suppose.

Also, if you cannot maintain a smooth eccentric motion than you are using to much weight or very poor form.
 
a slightly different scenario, but I used to have the same thing happen when I did seated calf raises. I could do the raises all day at a cerain weight, but on the way back down on my reps my calves would twitch and shake. Then I would have a fluid upward motion. I heard from someone that it could be that the opposing muscle isn't strong enough to smooth out the motion properly (in my case the shin muscles), but I don't know for sure.

That's actually a better description of what I meant right there.

Also, in re to the earlier comment, I know leg exts are useless! Just curious about the thing cuz it seems to be a general thing for me.. Form i guess can't really be that far off on leg exts really and the weight definitely wasn't that high, could easily do more on the concentric phase, just the eccentric thats off! Should we just take that to mean stick at a lower weight? If so that seems to fly in the face of progress!
