If I'm doing a split routine, is it ok to do this?

Do a pretty long cardio run (30-45 min) in the mornings on OFF days to cut fat. Is this counterproductive? I've heard to do bulking and cutting in phases but I don't like the idea of that. Besides if I do it in phaes, I feel that when the cutting starts, the cardio will be weak in the beginning. If I want to maintain as much muscle as possible doing cardio, does it help to just take L-glutamine on only the cardio days?

I am guessing that you are bulking right? If that's the case I personally would do HIIT or cut the runs to 30 mins and up the intensity. I would not worry about muscle loss unless you were doing 45 mins or more, more than 4-5 days a week.

get rid of the aerobics and do hiit. Aerobics is a waste of time for fat loss (IMO) and can burn lean body mass.

** this is for someone who is already in very good health**
go to a track, warm up for 5 minutes (jog)
sprint for 10 seconds, jog/walk for 45-60 seconds
repeat 5-8 times
cool down jog

to progress: increase sprinting time, decrease "resting" time (the jog/walk), or both.
Also, add 1 or 2 intervals (a sprint and a rest) each time or each week
