I think I'm Failing? Please help.

Ok so, I just recently switched from bulking back to cutting. When I was bulking (in a nutshell) I was exercising each muscle group once a week. 9 sets for chest, then 3 for triceps (since my chest exercises consisted of some tricep), 6 sets for bicep, 9 for back, 9 for shoulders, and for my legs it varied. Now that I'm cutting, I'm pretty much doing the same routine except now on my off-days I *try* to jog, and my calorie intake has dropped drastically. From about 2500-3000 bulking to 1300-1600 cutting. Is it normal for my weight lifting to have decreased a bit? I've gotten a little weaker, but nothing extreme. I'm intaking about 130-160g of protein a day (I weigh 165, coming from a 175 when I had completed my bulking). I've lost, so far, 10lbs from my bulking and I just want to make sure It's normal for me to have decreased. I'm currently 17, and 5'10. The only supplements I'm taking are weigh protein, and I WAS taking Cyto Gainer while I was bulking. I'm also taking 1 serving of Megaman Sport in the morning, along with 1 serving of Fish Body Oils 1000 (180mg EPA Omega-3 and 120mg DHA Omega-3). I've been thinking about doing some light extra lifting on my jogging days, just to try to maximize gains specifically on my biceps and triceps. I'd just like input on whether or not I'm on the right track, or if I should change anything. Sometimes I feel like I might not be working out intensely enough, and that I'm not getting enough gains.
