how can someone really get really lean and gain maximum strength per muscle unit? (is that how it should be phrase)?

or how can someone gain maximum strength out of their muscle? (otherwise, how can u get maximum strength without a much size)
 
By eatting perfectly and pleanty of it. And lots of compound training.

There are diffrent type of "strength" do you mean 1 reps max type strength, or something else.
