How Can I lose Some Muscle / Bulk Down?

Basically I've been weight lifting on and off for the last few years and its gotten to the point where I really don't like the way I'm looking because my arms are huge and out of proportion to my body, I stopped lifting 3 weeks ago and have been eating less protein, running and swimming as well as doing other cardio. While I have lost some weight I thought I would have bulked down a bit by now but I haven't much and since I am burning fat by doing the cardio I actually almost look more bulky than before.

I'm sure that there are other people out there who have had a similar situation, my goal is to from now on do a lot more cardio and only do some light resistance training on occasion to tone my muscles, If you have any advice at all on what I can do to "bulk down" and how I can do it quickly I would appreciate your input.
 
Well... This is probably the first time ive ever read a question like this.

dont just stop weight training or you'll just lose a bit of muscle from everwhere. Keep going but lift 5x3 and 3x5 in all your workouts (do 3x10 for heath reasons once a month) and dont do any work specifically for your arms.

rather than cutting protein, cut down on your carbs a little.

You dont grow or shrink in the gym so keep lifting and exercising. Control your size with food.
 
Man why would u want smaller arms? Wanna trade? Its probably what you eat that still keeps you bulky. Try more salad, fuit and other foods that will make you poop alot. Try doing more push ups and whatnot that involves your own body weight. Emmm if all that fails buy some lipo 6, with some green tea. You will be seeing the bathroom 3 times a day. Also give it some time for your body to react to the change.

I dont know about you but 5x3 and 3x5 only makes me bigger and bulkier. I was thinking more of a 8-15rep for 3sets. Where did you find that information that 3x5 will deflate muscle?
