Really cant say.
Your being lit from the side and slightly above which always makes you look more cut. Also your prob tensing so you'll look more cut than you really are. In the pic you look about 12% so I guess your around 13%
Remember... you may think that you have a low body fat % because your skinny, but you dont have much bulk ether so the number is gonna be higher than you think.
Dont think your gonna be under 10%, because that wont happen untill you start getting a lot bigger.

Maybe start by clearing up your room. lol

What's your workout like btw? It looks like you might concentrate on your arms a little too much, your chest and traps look a lot less developed than your shoulders and arms.

8 reps 3 sets per exercise

Monday- 3 Shoulders, 2 Chest, 2 Triceps
Tuesday- 3 Back, 2 Biceps, 2 Legs
Wednesday- Abs
Thursday- 3 Chest, 2 Shoulders, 2 Triceps
Friday- 3 Back, 2 Biceps, 2 Legs
Saturday- Abs
Sunday- Rest

Is that too much?

I also do HIIT bout 4 times a week in da mornings.

I was thinking of dropping my BF % dwn b4 i bulk, or is that not a gd idea?

There is no point in dropping your body fat. As i said before, you'll have a really hard time getting much lower because your pretty skinny already. Plus, if you lost any fat now, you would put it back on very very quickly when you started bulking.

-If you want to get bigger then stick to 10-12 reps.
-less exercises, 2per body part at the most.
-you dont need a whole day to work your abs, work them with 2exercises just like any other muscle.
-what about your legs and lower back?????? add squats and deadlift!

make sure you include the following at least once a week...
squat,
lunge,
deadlift,
pull ups (or lat pulldown),
chest press,
shoulder press,
bent row (or seated row)
core twisting exercise
core crunching exercise

If you are doing all this then you know you are working your whole body.
You dont need tricep and bicep exercises, you'll work them enough when you work your body, but add them in a few weeks if you feel you need to. but only one set of each at the end of a workout.

These guys are right. Bulk, don't cut right now. Stick to core exercises for your chest, back, and legs. Or at least put your focus there. Work it hard, eat plenty, then re-evaluate whether or not you should do a cutting phase after putting on 10-20 pounds.

Bulk up a bit
