Do I have potential?

This is my body, it's been like this since I was in HS, now i'm 23... but its still skniny. do you think it has the potential to look model-esque with a good workout plan???

Yes, it does.

You have a very good base to begin building from. It appears you may need a little of upper body mass (and lets not forget the legs).

But, yes, you have a sound foundation to work from and start a diet and overall training program.
