You cannot spot reduce fat. You want to lose fat in your ankle/calves, do squats and other big muscle group exercises. Muscle burns fat.
Because the soleus is a lower calf muscle, I would avoid any calf raises where your knees are bent (e.g. seated calf raises). The soleus will only make your ankles appear larger. When you do calf raises, do them with straight legs (e.g. standing calf raises or donkey calf raises).
What do you do for cardio? Do you run? Or, bike? Try it, you may like it.
