Bulk or Cut

Hey guys I've been working out on a regular basis for about 8 months now. I have been on a pretty strict cutting diet, but I was wonder for your opinions on when to start bulking.

I am currently sitting at 5"6' and at 145lbs the last time I weighed myself. I don't do much cardio anymore, mainly lifting 3-4 times per week and try to eat a deficet in calories.

I definetly have some fat in the stomach and on the pecs. What would you guys estimate my body fat % is at?

What are you thoughts?

Personally, I would Shave first that fuzz on the navel. To answer the question, I would cut first but that is just me and it's summer, why would you want to carry more insulation (aka fat) when it's hot? That's just me though; I'd rather bulk when the weather is colder. When it's hot, I'd want the cut and wear a tank top to show off the cut / toneness.
 
If you are still getting good results while cutting then you could probably lose a bit more fat but I personally don't see a problem with starting to up the calories to build a bit of muscle. You have been cutting for a very long time so it will be a nice change for your body and I think the extra muscle will fill you out a bit more.

So my vote would be bulk.

I'm gonna go for both cut and bulk. Increase your lean proteins, and high quality low GI carbs throughout the day and your bound to not only put on size but get leaner. Oh yeah and go as heavy as you can with the weights =)
 
Cut. You may have enough training in you (provided you've done things right) to disallow gaining muscle and losing fat at the same time. They are opposite goals, and it's VERY hard to do both at once, unless of course you're a beginner like I said.

BF is really hard to tell by sight, but I would guess 17-18%. My opinion is lose some fat first, then bulk up.
