Am I doing it wrong?

I've been lifting for a while, and one of the things I really wanna work on is my biceps. I do a full body work out, but with a focus on biceps. But whenever I do anything for my biceps (barbell curls, dumbbell curls, etc) I feel it in my forearms. My forearms are rock hard and pretty good, but my biceps are still tiny. Am I doing the exercise wrong so its effecting my forearms and not my biceps? Something with my form maybe?
 
Your forearms are going to have to stabilize the weight, so its expected that they will be impacted. Whats your height/weight/gender and how big are your biceps? I'm not saying this is you, but a lot of guys initially put too much focus on biceps and expect to have 18 inch guns at 170 pounds. If you build overall mass, the arms will come with it.
 
No fullbody workout should emphasize biceps. It simply doesn't make any sense. Your biceps are a secondary mover for most pulling activities that you'll perform. I can see doing 3 full body workouts per week, each with a focus on legs, then push, then pull. But a full body workout focusing on biceps is counterintuutive. Your biceps need to be worked through rows, pullups, pulldowns. Triceps through dips, pushups, chest press.

Personally, I use a 2 upper/week 2 lower/week split. I perform 1 bicep 1 tricep per upper body workout. I have no imbalance, no complaints about size.

Try developing a routine that is more balanced and well rounded, your bi's will come along.
