A strange HIIT routine

My friend warms up for 5 mins with a brisk walk, then he sets the treadmill to his "sprinting speed." He sprints for 30 seconds, jumps off the treadmill for 30 seconds, then sprints again for 30 seconds, etc etc for 20 minutes. Is this a form of HIIT? More importantly, is it an effective form of HIIT?
 
Instead of 'jumping off' he should go from a sprint to a run or fast walk... Unless he is continuously jumping while off the treadmill. For effective HIIT you just have to make sure you are giving it all you've got in spurts, but that doesn't mean 'resting' in between high intensity sprinting.
 
Lol. Don't pay him any attention. If you aren't going to continue jogging after your sprint you've pretty much gotten nothing out of it
