Since you are in day 24 of your cycle, my best advice is to wait until about two days after you menses is finished. I always feel my best and seemingly weigh the least during that time. Not to mention, I once read somewhere that during PMS, a woman burns an extra 300 cals. Check into that. It could be making extra deficit that's holding you back.
Otherwise, once Aunt Flo leaves town rely on measurements. If there isn't a difference, I've always believed a plateau is a good time to change up the eating or the exercising or both. Your body gets accustomed to things after awhile. Maybe it's time to shake things up!
