Either completely not true or very very simplified - can't decide which.
Anyway just look around here and the weight training forum, there've been countless threads about people's bulking workouts and arguments about how many sets/reps to do.
I personally do 4 sets of 10 reps on whatever weight allows me to just do that before reaching failure, and 2-3 exercises per muscle group and 2-3 muscle groups per day.
