I know you won't want to hear this, but you cannot directly target those saddlebags. It's going to be a combination of a healthy, clean diet and keeping up with your exercise program. It's very similar to people who want their abs to be showing... they do hundreds of reps of ab exercises for months, and still, nothing shows. This is because they need to reduce their overall body fat.
Keep the junk out of your diet - especially processed foods - and try to keep the saturated fats and salt to a minimum. Eat lots of veggies and fruit, whole grains, and lean meats - try to get some of your protein from plant sources, not just from meat, cheese, and eggs which contain cholesterol and saturated fats.
Definitely keep doing cardio. When you do cardio, is it at a constant intensity or are you varying the intensity at all?
Also, are you currently doing any weight training?
