I know you cant spot reduce fat but...

I am 5'10, 170 lbs and I have been doing serious and proper weight training + some cardio since about July now and have seen significant results, like every part of my body except my belly it has come to the point where muscles are starting to bulge, the frame is there already but my problem is I want to BULK UP to about 175 but how do I do that while getting rid of this wretched belly I have.

For most men the belly is usually the first place you store fat, thus the last place you lose it.

If you bulk now you probably won't lose the belly. You either need to decide to get your weight down further now or don't worry about it for the time been grow some muscle and get rid of it later.
 
You get rid of it by cardio+diet right? so that means if I am aiming to reduce my belly fat that means my weight will go down to what, probably 160-163?...then when I bulk up, wont I store the fat in the belly the same way?
 
Good cardio, a good diet, and low reps for workout play major factors in cutting. Once you are down to a lower body fat %, you will most likely build up some more fat, but a careful bulk will determine how much.
 
Meaning that you are trying to bulk while losing body fat, which is a really long and annoying process, you should choose to stick with one. This will affect your cardio as well. If you decide to lose the fat first, I would say to do HIIT 3x a week or so, but when bulking, I would stick with a 70-80% run once, maybe twice a week to keep your heart happy :)
