to increase ab size, do 2 sets of 20 situps and if you can do those right in a row then add weight. i hold about 40lbs above my head while i do mine. i stopped increasing weight though because i dont want to look like im on steroids.
to decrease body fat % i run (or just do cardio if you prefer) before breakfast... your body burns fat all night long, so its better to take advantage of it in the morning. drink lots of cold water too. eat 300-400 in your case, i would eat plenty of carbs just because you weigh so little already, carbs encourage muscle building as well as fat storage, you'll need a bit of both. you can burn of the excess fat in the morning. also, take whey protein.
so:
-cardio before breakfast (i do 30mins)
-lots of cold water (cools down the body, more calories are burned)
-whey protein and plenty of carbs, without going over your daily calorie limits

another good tip is to make sure you eat less saturated fat (not necessarily bad) and eat more mono and poly unsaturated fats. this is because they promote UCP building... its the protein (uncoupling-proteins) inside of the mitochondria that break fats and carbs down into energy.
