Would like some suggestions

Hey,

I'm 20 yrs old, Weigh 143 lbs, am 5 ft. 8 inch. and have a body fat of 11%(according to skinfold test).Just wondering if someone could give me some suggestions. I'm trying to define my chest, abs, legs...OK fine my entire body. I want to, however, bulk up on my arms(don't know if that is possible if I want to define my core). I currently am planning on starting on a program which is circuit for full body 3x a week and cardio 3x a week. It seems like it might be good for what my goals are(definition and bulking on arms). My diet is quite controlled. I have read a lot of work out books and taken a University Nutrition course so know a little bit. I recently read the Abs Diet book and am planning on adopting the work out plan and some things from the diet. (although I don't want to ever say I'm on a diet because they are only temporary) Again any suggestions on how to get to my goal would be greatly appreciated. So my main goal is to decrease body fat to ~8-9%, how long do you think that would take? Any suggestions to do this? Please let me know what you think.

You could put on an additional 10lbs and still be light and mobile.

If you're ok with spending $25, then "New Rules of Lifting" by Lou Schuler and Alwyn Cosgrove will take you through all aspects of lifting: fat loss, hypertrophy, strength.

If you're cheap, then you can search Testosterone Nation for "Anti-Bodybuilding Hypertrophy." There's two parts to it, so do both.
 
Ahh, cynic beat me to it. New Rules of Lifting is a great option. Since you like reading it will be a good book for you.

Your back and legs, mostly. Your chest looks disproportionate to your body. But then again, we can't see your back, so I could be wrong.

You all have awesome tips.
I was wondering, is it possible for me to define my abs and chest but also gain muscle mass everywhere else?. Would the anti-body building hypertrophy work, or are there any better programs for that sort of goal?
