So I took today off. I normally take 1-2 days off a week. well usually more like 1.

I had a good week of workouts and diet...lax in the diet a little towards the end of the week...

I'd like to go to the gym tomorrow and do a bit of cardio (I'm going to a big family bday party tomorrow afternoon) but I have felt really no change as the day has gone on. I'm still sore and tight feeling. My heartrate is still up (65 resting, normally 50). should I go and do a light workout to get blood flowing tomorrow or take the weekend off? I won't be able to go on Sunday so that would be 3 days in a row off. Seems like a long time.

Go for it. It's not necessary to work out every single day. It's also good for your body to allow a rest period of about a week every 1-2 months or so. Let's your muscles fully recover.
