Working out and diet help!

Hello everyone,
Thought I'd post this here hoping to get tips, advice, opinion...

Here's a picture of how my body looks. What I'd like to achieve is get bigger arms. As you can see am kind of skinny and I feel like my arms look like sticks. I also would like to pump my chest, have a leaner stomach, more defined body and muscles Is it possible to bulk up in my arms ?

Just to let you know of what I do when I work out at the gym. I do this machine at the gym

but its quite tough and am not sure if I'm doing it right. I push myself until I can't do it anymore and I drop it. Some times I can't even finish 3 sets of 10. And some times I feel am not going up in weights at all. Can you please give me an advice about working my arms out ? using this machine as well as other exercises ? tips ? pace myself ?

I also would like to get more rounded shoulders, kind of like these...all shiny and glistening :p

Can you tell me more about dieting ? give me an example of a good diet ? resources of proteins or food or products to check ? Greek yogurt ? also heard today about Icelandic yogurt ?

I thought I'd give this a shot, show you how my body looks and what I want to achieve, and you tell me you opinion about my body, what I could do, what I should improve.
The pics may show me a little...good..but in reality I need improvements. :)
