Weight vest or ankle weights?

I wanted to improve my speed,strength endurance acceleration etc etc, just wanted to know which is the best and the safest? Weight vest or ankle weights?
 
Vest, both adds overall weight and makes breathing harder by pushing down on your shoulders and chest. If you use ankle weights, be very careful, you can easily damage your knees when running with them, especially if you try to sprint with them.
 
Of those options, I'd go for the vest. An even better option would probably be a weight sled, so that the resistance is against the direction you're moving in rather than against gravity, which is more relevant for attempts to increase vertical force rather than longitudinal force. I can't think of any reason why I'd recommend anyone use wrist or ankle weights for running - they'll increase risk of injury and provide very negligeable benefits.
