Toning Up

Hey all

Havent posted here for a while, well not under this name, but anyways i could do with some help. I have recently been dieting and doing alot of cardio and i am now down to my ideal weight, however i would now like to tone up and i have no clue what weights i need to be hitting to do this. I would mainly like to concentrate on my chest and arms and i was wondering if anyone has a good training program that could help me.
