Thin legs

Hi, my other half is having difficulty losing weight and toning up on her legs. We do 20mins x 4 a week on the bike on about 1/2 of the full level but it just seems to be bulking them up yet it doesn't seem to strenuous. Is there a certain excercise or machine she can use to lose weight and tone up her thighs? Thanks in advance.

Also i don't think she is overweight, i've just converted her weight into pounds and she's 122lbs - 5.6'.
Does this sound about right?

She has the same problem as I...however if she wants to lose weight she'll have to do cardio to burn...there is a link someone has posted but sorry I couldn't find it on specific exercises for whichever bodypart your looking at working on...so maybe someone on the forum could repost that...it's excellent I have it at home...but it shows you in movement how to target an area!
 
Resistance training for the entire body. Specifically, exercises for the lower body include squats, lunges, deadlifts, and good mornings. I am not recommending that she perform all four of these exercises, they are merely examples.

Cardio will be helpful but if you have been doing it religiously for 3 months, it is time to start resistance training and building muscle. Resistance training programs ultimately in the end increase lean body mass (muscle) and decrease body fat.
