Well 1st you gotta tell us what you plan to do. Then we will tell you if its a good idea and give you tips on how to improve.

If we just told you what to do it would be no fun, you wouldnt learn and we would charge you about $100.

Post your routien and we'll see what your doing.
Whats your diet like - what are your goals?

Good luck

Well that pic was when i started, it was like 1-2 months ago now i just do a lot of pull ups, sholder presses and run a lot but like twice a week. My diet is a cup of milk with banana and whey protein in the mixer for the morning, lunch is a turkey wrap with chocolate milk, i get home usually ill have a portion of rice with beans and eggs. thats it. I just want to get bigger, my arms are measuring 16 inches around i dont know if that good or not, i just want to get bigger and leaner in the stomach area any tips on how to set up a plan?

16 inches is really impressive to start out with, you look like you can get really far bro. Are you first wanting to bulk up and then define, or to tone out and then to bulk up?

You need to first make sure that you are eating more than that if you want to get bigger at all. Figure about 6-8 meals a day, about the same portions each. You will need to and either add or subtract rougly 300-500 calories in the direction of bulk and tone.

Keep on eye on your protein, carb, and fat intake. Make sure that you are getting at least 1g protein per pound of lean body mass and eat only good carbs and fats. All it takes is just a little step up and you will see some gains; get a good workout routine going as well, I'm just covering the diet :)
