Once i stumbled upon this but now i can't find it again. How do i find those comments of the people who give me points.

I've looked in the control panel. Nada!

I"ve looked in my settings i think. Also nada!

What happens i click "disapprove" on someone else's post? Does it go to the moderator?
 
Look at the top left of the screen -- User CP (next to glossary on the top of the screen). There you'll find subscribed threads --Scroll down and you'll see Reputation received. Not all rep givers give reasons for it though so you may not have any "messages" as such.

I don't believe that negative rep gets sent to the moderator but you must always give a reason for negative rep (so you can't just click negative rep and do it anonymously, whereas you can with positive rep.)
 
Negative rep doesn't go to moderators, it just deducts rep points from that user, which will become obvious in their little rep bar. People who receive a lot of negative feedback can end up with a red bar instead of a green one for example.

Rep can be disabled however. The comments will still go through to the user, but it won't show on top of their posts (in mine, for example, it just says 'user has rep disabled' or something like that).

If you think something should be brought to the moderators' attention, it's always best to either report the user, or PM one of the moderators.

Oh, and sunflower is right, you can see the rep you received by going through the User CP.
