question about using low weight dumbbells instead of heavy

If you do very small amounts of weights but with a very large amount of repetitions, what kind of effect will this have on muscle development?
I have heard that it makes definition but what about strength and endurance? Does this count as cardio?

I have been using some 13lb dumbbells, what will the effect be doing curls and bench pressing them lots of times?
I am wondering if it would be more efficient to use heavier weights b/c it takes a longer time to become exhausted with the 13lb dumbbells.

I do negatives and isometrics with them to become exhausted more quickly but I am curious if using these techniques can make using small amounts of weight as effective as using very heavy(where you can only lift it a few times).

light weight and high reps builds endurance, not strength, and not much muscle mass. it is still an anaerobic workout (cardio is generally aerobic)....but this kind of workout is what would benefit endurance athletes like marathon runners.

for the most part, moderate to heavy weight, and moderat to low reps are what most people need to get the best health and fitness benefits.

Willing doing isometrics or negatives with lower weights increase the effectiveness? You can still reach the point of failure with low weights doing negatives and isometrics but I guess that does not create the same effect as reaching it faster with heavy weights?

I don't think so, because the whole point of negatives is to push past your limited reps. If you use it to get to exhaustion then your not doing the sole purpose of them.
