Ok to bulk up, right?

To get things started, I'm 15 years old, 6 feet tall and 155 lbs. I use to work out and run regularly to cut down while still keeping some muscles. However, when I went on vacation, I came back and the basement was flooded because the fridge sprung a leak, and it went through the floor and to the basement. This was a problem, because all my workout equipment was here.

Needless to say, I couldn't lift for a while. It's about 3 months after and I haven't lifted due to the insurance company being slow with helping fix the basement, so I couldn't move my stuff back down there. However, I made the stupid mistake of still running, without lifting. So, my arms are very skinny with little muscle mass left. I'm moving the weights back down this weekend, and I'm working up a new diet until then. I should bulk, right?
