I would never tell anyone to work their neck unless they really really had to for their sport.
Even if it is for your sport I would advise that you only start training the neck once you have been weight training for a couple of year. That way you can be sensitive to your muscles and you know when they are going to fail.
Lats and traps, pretty much anything that pull a weight toward the body, and from any angle.
