Milk (low-fat) is a good idea. It's got lots of vitamins and, prehaps more importantly, protein that will help get you through your day. You want a good breakfast meal so that you won't feel as hungry later.
Break: A Frosties cereal bar (108 cals)
I'm not familiar with this brand, but if it has a lot of sugar (carbs), this might not be a good idea. Your body burns sugar very quickly, and unless you add something like protein or fiber, you're going to be hungry again very soon. Consider oatmeal: it's healthy, fills you up, and is relatively low-cal.
Lunch: Same as break
Perhaps a lettuce wrap instead? I've noticed they seem to be fairly popular. Take a leaf of lettuce, put some pieces of boiled chicken and veggies in it, and voila you have a meal. It's got to be healthier (and more satisfying) than a cereal bar.
At 3:30pm i do 6-8 miles on my bicycle, then afterwards do some sit-ups and about 20 minutes on the weights.
This sounds like a good exercise plan. Make sure to change it up now and again, though, so your body doesn't get used to it.
Tea (at around 4:30pm): A small pasta and cheese sauce meal.
Add in some vegetables, and this would sound good.
Would you lose two pounds per week with this diet? Maybe, who knows! There are no magic numbers-- really! But what you suggested doesn't sound particularly healthy. As your body grows (especially as a teenager!), it needs nutrients even if you're trying to lose weight. If you are worried about your vitamins, a daily multivitamin can help make sure you have what you need. But be sure to eat healthy foods too!
