My strange body shape and how to change it for the better?

Hi all,

I'm 6'4" and weigh 15st 11lb.

However, I have a slim body but a fat belly! For example my upper arms measure 11" round and my belly measures 43" round!

My main aim is to build weight on my arms and lose weight off my belly, any information or advice would be greatly appreciated.
 
Do squats, presses and pulls with progressive overload, gradually adding more weight or more reps to each movement. Consume plenty of protein (about 1g/lb bodyweight/day, or 2g/kg bodyweight/day) and start reducing calorie intake (just slightly - you'll naturally increase your calorie output by doing strength training 3x/wk, so you won't need to reduce calorie consumption by much at all; one less mars bar or coke or whatever each day should suffice for now). Early on you'll build some muscle, but for the most part doing this will help you get rid of your excess belly fat, which is probably more important at this time.

Once you've got your gut down to size, start increasing calorie consumption each day, preferably with wholesome foods (wholesome for health reasons, not so much for any biological advantage in building more muscle), and keep on lifting weights, increasing the load in small increments each week.
